Ahead of Friday's deadline for submissions to the consultation on the local government finance settlement, senior research economist at the Institute for Fiscal Studies, David Phillips, said the proposed replacement of central government grants with 100% business rates retention could result in ‘bigger differences in services across the country' than ever before.
