Bob Neill MP is excited about how devolution is shaping up but argues that local authorities have to get on their marks and be ready and able to meet this challenge

‘We live in challenging times. We've got a chunky set of work programmes and central government is thinking strongly about what needs to be pushed out to local government.' It is time for you to take control of your own affairs.' These words, spoken by George Osborne in his first speech following the General Election in May, form a challenge many cities and local authorities have for a long time been chomping at the bit to take on. With the Cities and Local Government Devolution Bill having now passed through the Lords and due to have its Second Reading in the Commons shortly, it is vital that politicians, at every level and of all political persuasions, make the most of this opportunity – one that, being mindful of the parliamentary calendar, may prove to be our best chance of freeing councils from central government diktat over the next five years.
