Former London borough chief Max Caller has carved out a niche for himself as a serial reviewer of failing authorities. He tells Heather Jameson what he has learned – and how councils can avoid collapse.

Local authorities are large, complex organisations, providing difficult services with stretched budgets, under political pressure and public scrutiny.

It is no surprise, then, that sometimes we see failure. In fact, the big surprise may just be that it does not happen more often. But recently it seems the number of councils landing in the mire has started to rise.
