Winter fuel payments should be means tested to provide greater financial support for elderly care, former care minister Paul Burstow suggests.

In a report by Burstow and the Centre Forum think tank, the former minister outlines that £1.5bn each year could be raised towards the social care system if winter fuel payments were limited to those on Pension Credit, reducing the number receiving the annual funding by 9m.
