Heather Jameson and Dan Peters outline the results of an exclusive survey gauging whether local government supports the planned return of business rates

At this year's Conservative party conference, chancellor George Osborne announced a radical shake-up of local government finance – in the shape of the return of business rates to English local authorities.

In a move which, unusually, put local government at the centre of the party conference agenda, Mr Osborne unveiled the plan in Manchester last month, describing it as ‘the biggest transfer of power to local government in living memory'.
