Mired in elections muddle

Ian Miller wonders if ministers were either confused by or kept in the dark about plans that, with the exception of Surrey, ‘see shire England descend into a drawn-out three-year process to reorganise’

Something odd happened on 5 February. There was either scant information about the timing of devolution and reorganisation in English shire counties (the deputy prime minister's statement) or no information at all (the invitation from the minister for local government and English devolution). The only dates in the minister's letter were for submission of interim plans and final proposals.

That said, there seems one natural reading of statements such as:
