Early confirmation needed on preparatory costs of reorganisation

By not providing funding for transitional costs, the Government ensures savings will not be available in the first year after reorganisation and possibly longer to meet the funding gap facing shire areas, says Ian Miller

Ministers and officials are poring over interim reorganisation plans submitted from 21 shire county areas.

Most areas heeded the advice to submit one interim plan even if there are divergent views about numbers and boundaries of unitary councils. Nowhere has yet achieved nirvana – a unitary structure which all councils support.
