‘Vulnerable young people are being failed' by the children's social care system, a former education secretary has warned.

Baroness Morris of Yardley, who is now chair of the House of Lords' Public Services Committee, said it was ‘untenable' that there were shortages of every kind of care and children were being placed in settings that did not work for them.
