Technical Officer - Carriageways and Footways

Who will be the Council's lead technical expert on all matters relating to Carriageways, Footways, Highway Drainage and New Roads and Street Works Act.

The successful candidates in the Technical section will be required to:

* manage the delivery of these functions through the Highway Maintenance PFI Contract;
* provide direction for these functions and to develop associated policy for the Council; and
* deal with technical issues, in relation to these functions, that have significant implications for the PFI Contract.


You will be educated to degree level and have achieved a relevant professional qualification or be able to demonstrate an equivalent level of competency through practical experience, although in the case of the Technical Officer - Structures you will have a degree in Civil or Structural Engineering and be qualified as MICE or MIStructE.

In addition to the maintenance work delivered through the PFI Contract and managed by the Technical section, there will also be a considerable volume of New Works, primarily on the highway, eg, LTP Improvement Schemes.

Technical Officer – New Works (ref 200981) will report to the New Works and Records Manager and will be lead technical experts on matters relating to these New Works.

The successful candidates in the New Works section will be required to:

* liaise with a range of scheme promoters to assess their project requirements and translate these into the appropriate contract documentation;
* efficient and effective management of NEC contracts; and
* resolve issues in relation to New Works schemes to ensure quality, cost and programme targets are met.

You will be educated to degree level and have a relevant professional qualification or be able to demonstrate an equivalent level of competency through practical experience.



Performance Officer

In the Operational Processes Section.

Performance Officer (ref 200954) to provide expertise and support to the Operational Processes Manager and the Technical Manager in the management of Contract monitoring, payment processes and service assurance activities. To manage and co-ordinate the receipt and dissemination of all reported performance data and information from both the PFI Service Provider and the Technical team.

You will be educated to degree level or be able to demonstrate an equivalent level of competence through practical experience. You will also have experience of managing and monitoring the performance of significant contracts, an understanding of complex payment mechanisms and an appreciation of the principles of PFI Contracts.



Process Officer

In the Operational Processes Section

Process Officer (ref 200961) to provide expertise and support to the Operational Processes Manager and the Technical Manager in the management of Service Client Team Contract processes. To ensure that all Service Client Contract activities are carried out in accordance with the Contract timeline working closely with Strategic Contract Management as required.

You will be educated to degree level or be able to demonstrate an equivalent level of competence through practical experience. You will also have experience of managing and monitoring the performance of significant contracts, an understanding of complex payment mechanisms and an appreciation of the principles of PFI Contracts.



Opportunities in Sheffield's New Highway Maintenance Service

Sheffield is one of the UK's largest cities and has been transformed over the last 10 years with major investment in regeneration and infrastructure. One of the final pieces of the jigsaw to fulfil the Council's vision of being a modern vibrant city is to bring the City's highway infrastructure up to standard.

The Council is currently going through the final stages of procurement to appoint a Service Provider for a 25 year Highway Maintenance PFI contract, commencing in mid 2012 to improve the condition of the highway network over the initial core investment period (5-7 years) and to sustain this condition over the remaining period (18–20 years).

The Council is in the process of establishing a new Service with responsibility for highway maintenance in the City, primarily through the strategic and operational management of the PFI Contract.

The Council is looking for suitably experienced people with drive, enthusiasm and commitment to fill posts in the new Service.
