It didn't take long for the furore over banker bonuses to turn attention to pay and reward systems in the public sector. Happily, this attention might lead to some sensible changes.

I have never been convinced by arguments for performance-related pay schemes, and certainly not in local government. The proposition that they lead to improved performance and, thus, reward excellence, is flawed, to say the least.
