As we move into the next phase of the pandemic, rough sleeping remains a public health emergency. The new variant, if it reaches a homeless population where vaccination rates are barely above a third, represents a real danger to life.

Local authorities across the country make the most of the bad weather to get as many of those who agree to come indoors off the streets for good.
