Like many local authorities across the UK, Scotland's councils are facing significant challenges in maintaining and developing workforce capacity.

These challenges have increased in recent years due to a complex range of factors, including: ongoing financial pressures; pay competition from other sectors; an ageing workforce; increased service demand; recruitment difficulties and shortages in statutory and professional disciplines, with a reduction in candidates leaving further and higher education to take up key positions in these critical areas in local government.
