Pooling funds is a better use of resources

Jill Penn is moving to a new finance role at the Office of Police and Crime Commissioner for Norfolk. She says what we do impacts on the same residents, so working together is better than arguing about the proportion of the cash you're getting.

By the time you read this column I will have only four weeks local government service left. Very soon I move into the world of policing, as the chief finance officer at the Office of Police and Crime Commissioner for Norfolk.

In my time working at a district council, and as president of the Society of District Council Treasurers, I have been involved in discussions regarding changing funding formula. These have centred on new ways of distributing funds and incentivising (or not) councils to work differently and more efficiently.
