Preparing for the spending round for 2015/16

Daniel Goodwin says this spending round will set the scene for the longer-term, and for the post-2015 election spending review.

As I write this, my finance policy team is finalising our submission on the spending round for 2015/16. Three themes that run through it.

The current system forces responses which relate to the current spend and budget lines of individual parts of the sector or individual ministries. For example, it is a legitimate policy choice to decide to set aside a certain amount of funding for social care and health, but it is problematic when that translates only as being for the NHS.
