Preserving the delicate balance

Bob Neill says that in too many cases the delicate balance between recovering what is owed to councils and providing a duty of care to the vulnerable is not being achieved.

Paying for your fair share is a concept few of us dispute. The same can be said for receiving fair treatment, both in our personal lives and in our dealings with the State.
