The Prime Minister must fix the Special Educational Needs funding system

The system of ‘misaligned incentives’ for Special Educational Needs, with local government as the ‘funder of last resort’ is fundamentally flawed, says Robert Pollock.

The Prime Minister is committed to levelling up spending on education. Unless he first fixes the funding system for SEN the quality of provision for all children is going to suffer.

Education funding is horrendously complex. The important points are that per pupil spending has been cut in real terms by 8% during austerity, and local government finances the difference between DfE allocated SEND budgets and the cost of local provision.
