A year of progress on county devolution

James Maker says that rather than stripping powers from any tier of local government, Clause 16  encourages and enables districts to play a more active and extensive role in devolution proposals.

In July it will be a year since the Prime Minister delivered his post-pandemic speech on levelling up, with a commitment to ‘rewrite' the devolution rulebook and unleash a new wave of devolution ‘to our great counties'.

Some 12 months on from the speech, we have seen the commitments in the speech crystallised through the launch of the county deals principles, Levelling Up White Paper, Devolution Framework, and most recently, the Levelling up and Regeneration Bill.
