Public and private investment must both be in the chancellor's red box

Chancellor Rachel Reeves won't have any more success with growth than her predecessors if she fails to invest in local resources, says Mo Baines

The summer recess hasn't felt like much of a break. A dizzying array of policy announcements from enthusiastic new ministers getting on top of their brief over the summer has generated speculation as to what may be ahead in the autumn.

While growth has been Rachel Reeves' watchword, it has proven elusive for successive chancellors. Will Reeves have any more success? Not if she fails to invest in local resources.
