Reasons to be cheerful

Sam Chapman-Allen says that while the Government ‘hasn’t engaged in the best possible way with districts’ on reorganisation, he remains in an optimistic frame of mind. Paul Marinko reports

A s district leaders gather for their annual conference this week, many may assume their authorities' imminent demise will create a mood of last-minute war maneuvering tinged with a whiff of the last days of Rome.

But District Councils' Network (DCN) chair Sam Chapman-Allen hopes the gathering in Windsor will be provided with a sense of optimism by the upheaval unleashed through the Government's reorganisation plans.
