Recruitment solutions for testing times

Councils must get better at marketing themselves as local employers and organisational culture is crucial when it comes to recruitment and retention, says Gordon McFarlane.

When we look at what we should be doing to address our growing recruitment and retention challenges, is the solution all about pay? It is worth considering whether culture can, and should, at least take a bite out of this challenge, if not eat it for breakfast?
