The business rate appeals system is broken and focus must be given to eliminating waste, argues Andrew Muter

Finding a way for local government to retain and manage business rates with the right checks and balances feels like a good principle to underpin the devolution of power and responsibility at a local level.

But the current position with business rate appeals is providing me with something of a reality check.
