The progress into reforming public services in Scotland has been 'patchy' and is failing to deliver on promised improvements, finds committee.

A report from the Scottish Parliament's Local Government and Regeneration Committee finds that in the 16 months of reform, there has been a 'systemic lack of appetite' for change amongst stakeholders.
