Reforming two-tier arrangements

Reorganisation has proved controversial in many parts of the country. James Maker suggests pooling new and existing powers at the strategic level could offer a more politically attractive devolution agenda in county areas.

As is customary with parliamentary recesses, the departure of MPs from Westminster is accompanied by a flurry of Government reports for local government to mull over during the summer period.

Two documents widely trailed were the Local Enterprise Partnership (LEP) review and Common Devolution Framework. Unsurprisingly, one appeared, one didn't.
