Reforms will not make council tax proportionate

The Scottish Government’s proposals for council tax reform ‘fall short’ of making it a proportionate levy, researchers have concluded.

A briefing published yesterday by the Scottish Parliament Information Centre (SPICE) said the Government's proposals did make council tax ‘more proportionate' than the present system but could have gone further.
