Scottish government plans to hand £100m-a-year extra cash raised by council tax reforms straight to schools would ‘smash' the link between local taxation and services, council leaders have warned.

SNP ministers have proposed that from 2017/18 the additional £100m would go directly to headteachers to help them improve attainment.
