Protecting children is the most important thing councils do, but they cannot do it alone. Helping the next generation grow up safe and healthy depends on all parts of the system pulling together and it needs to be overseen by an effective inspection regime.

It is clear that Ofsted is not playing its part and we need a full independent review of the inspectorate's work.
