Bureaucracy threatens to hold up cash needed to support vulnerable children, the County Councils Network (CCN) has warned.

Local authorities are braced for a surge in demand for children's social care as the coronavirus lockdown eases, but the 36 CCN members face an estimated £132m of further costs to care budgets due to the pandemic.
