Children with disabilities and complex needs suffered ‘very serious abuse and neglect' at three now-closed residential settings in Doncaster, according to a national review.

The child safeguarding practice review panel found a ‘culture of abuse and harm' and ‘systematic and sustained' abuse and neglect over a period of more than three years.
