In his foreword to the white paper on adult social care reform, the Secretary of State stresses that this is a journey. The destination is set out, but there is little clarity in terms of charting a course, or how to pay the fare.
The fact that this white paper has been published at all is welcome – as is its vision for the future. Who could argue against greater choice and control over personalised services which are of high quality, fair and accessible?
