Public finance minister Kate Forbes has hit out at opposition proposals to devolve control of business rates to Scottish local authorities.

The Conservative, Labour and Green parties last month amended the Non-Domestic Rates (Scotland) Bill at its second stage in order to scrap the Uniform Business Rate and abolish Scottish ministers' ability to fix national reliefs.
