Scrutiny is helping councils identify over £1.6m in savings, dispelling the myth it is 'unnecessary red-tape', according to a review by the Centre for Public Scrutiny (CfPS).

Councils have used the 'return on investment' model to predict savings for taxpayers by applying the business concept to council scrutiny of health and wellbeing.
