Marsham Street appears not to understand the drivers of demand or the pressures local services are under, county finance chiefs have told MPs.

The stinging claim from the Society of County Treasurers (SCT) comes in written evidence to the Housing, Communities and Local Government Committee's ongoing inquiry into council finances and this year's Spending Review.
