Finance directors in two-tier areas have parked their rivalries to launch a surprise intervention in the raging debate over business rates retention.

The letter from the Society of County Treasurers (SCT) and Society of District Council Treasurers to the Government is thought to be an attempt to refocus attention on shire areas.
