Is silence golden in the chamber?

Andy Sawford MP suggests the hurly burly of the Commons' chamber gives select committees licence to probe in calm reflection.

The public perception of Parliament is shaped by the weekly clashes at Prime Minister's Questions and big occasions, such as the Budget.

Having been in Parliament only a short time, I have been struck by the contrast between the atmosphere inside the chamber and the work that goes on each day in the committee rooms and meeting rooms all around Parliament.
