Slow progress with devolution should not stop the march of public service transformation, an improvement consultancy has warned.

Speaking in the wake of the closure of the Public Service Transformation Network (PSTN) by the Department for Communities and Local Government (DCLG), chief executive officer of iESE, Dr Andrew Larner, said councils should plough ahead with the agenda regardless.
