Sir Stephen Houghton's comments came as Prime Minister Boris Johnson's former Brexit chief Lord Frost joined ex-Cabinet minister David Davis in calling for the Government to ditch the national insurance contributions (NIC) increase planned for April as a way to fund the NHS and social care.
