Councils have issued a stark warning about ‘deeply uncertain' levels of funding for social care after the chancellor announced a new 2% council tax precept.

The warnings came after George Osborne used yesterday's Spending Review to announce local authorities would be freed up to levy an additional rise to council tax if funds raised were ‘spent exclusively on adult social care'.
