Council chiefs have heard of the growing issues of bullying and harassment at the Solace Summit.

The breakdown of the ‘golden triangle' of chief executive, monitoring officer and Section 151 officer and erosion of party discipline have provided space for abuse between both members and officers to grow, the session heard.
