An auditor has criticised ‘significant weaknesses' in the decision-making behind Spelthorne BC's multi-million pound BP Campus purchase.

KPMG said the council lacked arrangements to make ‘properly informed decisions' when it borrowed £405m from the Public Works Loan Board to purchase the campus in Sunbury – the flagship of Spelthorne's strategy of investing in property to generate income.
