Black Friday turned into black Wednesday for local government after George Osborne delivered his Spending Review – with the chancellor proving every bit as cheap as a bargain basement retailer.

The chancellor crowed that he had confounded his critics by delivering ‘sound public finances' alongside ‘great public services'.
