Strategic Director – People £96,415 - £102,923 pa

Despite being the largest, Powys is, in fact, the nation's most sparsely populated county.

But that presents its own unique challenges, and in this high profile role with Powys County Council, you'll ensure the people who live here are always at the top of our agenda. In simple terms, we'll look to you to lead the Council's strategic care and wellbeing strategy, with a particular focus on children and adult services, safeguarding housing, vulnerable people and social care.

You'll join us at a time of significant transformation. We're introducing a new model – service commissioning. It's about focussing first on the specific positive impact we need services to have in our communities, and then deciding how best to achieve those goals. Whether services are ultimately delivered by us, a partner, external provider or the voluntary sector, they will be truly tailored to people's needs. Put simply, Powys County Council will become more efficient, whilst residents benefit from better services.

These changes go beyond operational models to people's mindset and behaviour. You'll help us achieve the challenge of change.

Your role

  • Be the Statutory Director of Social Services and Lead Director for Children
  • Provide an overview of commissioning within the People Directorate and work with the management team to implement our new commissioning model
  • Collaborate with partners, stakeholders and citizens to re-imagine and re-model integrated, innovative services with clear local agendas
  • Be an Associate Member of the Powys teaching Health Board
  • Develop performance management and scrutiny systems to support service commissioning, delivery and improvement
  • Ensure services secure real benefits and positive outcomes within the community, which are recognised and appreciated by residents
  • Help us to create sustainable communities, skills development and economic growth

Your background

You'll bring to the role an impressive and relevant track record of achievement at a senior level within a large, complex political environment. Your excellent credentials include:

  • Leading the formulation of objectives, policies and strategies
  • Spearheading change and service improvement
  • Establishing a responsive, customer focussed and high performing culture
  • Building strong and effective relationships and partnerships across boundaries
  • Providing leadership, guidance and support at the highest level
  • Achieving strategic and operational excellence in social care services
  • Inspirational leadership and influential communication skills
