Small unitary councils are to be spared reorganisation until the map has been redrawn in two-tier areas, local government minister Jim McMahon has told The MJ.

In an exclusive interview, McMahon suggested a slowing of the pace as he said he would delay tackling reorganisation beyond two-tier areas due to a lack of capacity in his department.
