Surrey CC executive director Michael Coughlin will take over as interim chief executive on 1 June until new boss Terence Herbert arrives from Wiltshire Council in late August.
The council announced Herbert's appointment in April, replacing Joanna Killian who left to taken on the top job at the Local Government Association.
