Nine out of 10 council chief executives believe there could be serious service failures within the next three years, according to a new survey.

The Local State Were In survey by PwC found council chief executives' confidence in protecting frontline services from budget cuts has fallen by 40% in the past year. Only 58% said they could make the savings required without seriously impacting on service delivery, compared with 98% this time last year.
