Councillors at debt-ridden Thurrock Council have been forced into a U-turn after refusing to sanction a pay rise for senior officers.

A committee had initially rejected the findings of an independent review that recommended a 4% rise for staff at assistant director level and higher over fears it could be seen as a ‘reward for organisational failures' at the council, which issued a section 114 notice in December.
