Translating government rhetoric into reality

It is down to local communities to lead the way in shaping the services they need, says Sir Stephen Bubb.

How does a government translate its rhetoric into reality? That question struck me last week, with the release of the Cabinet Office's Open Public Services 2012 document.

Already much delayed, it turned out to be something of a damp squib – a ‘progress report' on efforts made so far to open public services to new providers, and hand citizens genuine control over how their services are delivered.
