Tributes have been paid after the death of 'outstanding' former Westminster City Council leader Philippa Roe, who became Baroness Couttie in the House of Lords.
Current council leader Adam Hug said: ‘The city of Westminster has lost an outstanding figure in Philippa Roe, a woman who led the authority with conviction and drive.
