The Government's 'trouble families' initiative could present difficulties for local authorities, says John Healey.

The 'troubled families' policy is a coalition flagship. Ministers have declared their determination to turn around the lives of 120,000 families in the next three years. It is a challenge launched by prime minister David Cameron, backed with £450m and taken up by all 152 top-tier councils in England.
