The former head of the civil service Lord Bob Kerslake has come down firmly in favour of unitaries as the best model for a strengthened economic role for local government.

Delivering this year's Chamberlain Lecture in London yesterday, Lord Kerslake said greater devolution should be linked to the benefits it can deliver for local communities, not to an ‘imposed mayoral model'.
