Virtual schools: expanding a hidden asset

A recent report from the County Councils' Network explores the development of virtual schools over the last decade. Owen Mapley says councils should consider how they can be used to drive improvement and educational excellence.

In 2014, the coalition Government introduced virtual schools across England's local authorities to address the wide attainment gap and poorer long-term outcomes experienced by looked-after children.

This had a transformative impact on the educational achievement and inclusion of this vulnerable group. The virtual school remit has consequently been extended in 2018 to children previously looked-after and again in 2021 to all children with a social worker.
